NOTE:  The following is a response from Town Manager Van James on February 22, 2005 (Smith Administration) which was distributed to the press to refute claims by Rick Lubke.  This includes how the water needs were  estimated in 1999, incorrect statements about that study, other Town costs, and figures associated with the Lake Ralph Hall proposal.
