          This property is east of FM2499.  It was purchased by the Stewart family of Dallas with a vision of high density development of this area; their first proposal was widely rejected during the 1990's but with later councils less supportive of SMARTGrowth and the Master Plan, the Stewarts have increased their demands and were granted them all.  It was also determined that during their condo requests they conducted an anonymous push polling of residents but stated they would reject input from anyone knowledgeable about Town policies.  This was reported in a local paper without identify the funder.

          However, this area was Master Planned for commercial development, and the Town's $23MM investment in infrastructure there was to spur business development.  The new 380 agreement required that the developer pay back the $23MM if he failed to bring in the businesses.  Initially there were plans for new business there including Cooper Clinic, but the 9-11-2001 terror attacks stifled development in general.  

          Further, it was always understood that there would be public access provided to the taxpayer-funded Grapevine Lake, as access was limited.  This public access plans remain unclear.

          The Stewart's multiple reiterations of hotel promises, changing designs, and changing contractors,  have yet to materialize.  This is in spite of the Smith Administration's allowing condominiums in 2005 against resident objections and "Mixed Used Flexibility" in 2007; and even the Hayden's administration's exemption from SMARTGrowth and allowing mainly high density and apartment development and exemptions from road setbacks and architectural standards. LISD correspondence showed that with the high density and apartments in the former business district, that the "New" Lakeside failed the schools criteria for SMARTGrowth.  It was also shown that even though this area was in Tarrant County, LISD was responsible for providing the education.
