As many major master plan amendments had been made in a short period of time to the 1994 Master Plan, and Flower Mound was nearing an infrastructure crises and significant loss of community character, the Town implemented a building permit moratorium in order to complete population studies, infrastructure studies, and begin a Master Plan Update that would uphold the public mandate for managed growth that encouraged both economic development and community preservation.
