Note that as far back as 1981 the emphasis was on conservation, natural areas, drainage, and other quality of life issues. The Town and community considered the several hundred thousand dollars in consultant fees and large number of public meetings worth the effort and expense.  As Flower Mound  became more aware of its uniqueness, it expanded upon the Wallace, Roberts and Todd approach.  The only entities opposed to this approach of managed growth and preservation are the traditional business entities used to making development decisions for Texas communities.  This is a familiar theme noted in "Better, Not Bigger" by Eben Fodor, a speaker at the conservation/planning symposiums during the Mayor DeLuca administration (1998-2004).
